Gov. Newsom Signs AB 2953 (Salas) Recycling.

Sacramento - Governor Gavin Newsom signed CalCIMA-sponsored recycling bill, AB 2953 (Salas), into law on Friday, September 30.
This bill requires local governments to adopt specifications for the use of recycled construction materials--road base, asphalt, and concrete--for road repair and construction. CalCIMA sponsored this bill to increase the recycling of construction materials in order to conserve natural resources, maximize recycling, and reduce emissions. This bill exempts small cities with populations of 25,000 or less and counties with 100,000 or less.

“The passage of this legislation is a key component of the California construction and essential mineral producers' efforts to reduce the carbon footprint of construction in the state by ensuring the maximum use and reuse of resources,” said Robert Dugan, President and CEO of CalCIMA. “On behalf of our members, I would like to thank Governor Newsom for his support of this legislation in the utilization of recycled construction materials and the partnership of his administration as we march toward net-zero.”

CalCIMA is the state trade association for aggregate, concrete, asphalt, and industrial mineral producers that provide the materials to build roads, bridges, rail, homes, schools, hospitals, and water systems. Members produce construction materials from over 500 operations throughout the state.
