This presentation will include a short primer on Percent-Within- Limit Specifications (PWL).

Tony Limas, CalCIMA
Tony Limas joined the California Construction and Industrial Materials Association in September 2021. He has 4 decades of experience and knowledge in materials engineering and asphalt advocacy.  He began his career with the US Army Corps of Engineers (civilian) involved the construction of dams, bridges and asphalt pavements.  While with the Corps, he also served as a Quality Assurance Specialist involved in the oversight of contractors Quality Control programs in various western states.  Following his employment with the Corps of Engineers, he worked for a JV contractor consortium building military air bases oversees.  Following his work overseas, Tony returned to work with the Corps of Engineers working as a Construction Representative involved in the oversight and construction of civil and military facilities. In 1990 he accepted a position with Granite Construction as a Quality Control Manager providing technical support for Granite’s California operations.  In this role he also worked in partnership with various state and local agencies in the development of materials and construction related specifications including the training and implementation of emerging technologies. In his asphalt advocacy role with CalCIMA he regularly interfaces with CalCIMA members, their industry colleagues, and state and local agencies representatives involved in the development of asphalt specifications that impact asphalt producers and paving contractors.
