Director of Asphalt Advocacy and Technical Affairs
The California Construction and Industrial Materials Association (CalCIMA) is a statewide trade association for the construction and industrial materials industries, which includes aggregate, ready-mixed concrete, asphalt and industrial mineral producers.
Position Summary
CalCIMA is seeking a Director of Asphalt Advocacy and Technical Affairs who would be principally responsible for effectively representing and advocating for CalCIMA and its members with an emphasis and expertise on Asphalt Issues.  The Director will assure timely and accurate actions/responses on local and state legislative and regulatory issues for members, agencies, and officials.  This position will coordinate with the Director of Communications, Safety & Technical Services, the Director of Environmental and Land Use Policy to ensure that current and evolving issues important to CalCIMA’s membership are anticipated and addressed.  The Director of Asphalt Advocacy and Technical Affairs reports to the President/CEO.
Key Responsibilities
  • Primary responsibility for working with asphalt members and day to day management and coordination of the Asphalt Steering Committee to ensure appropriate engagement on advocacy, education, and promotion. 
  • Coordinate asphalt issues with CalCIMA’s Technical, Government Affairs, Environmental, Safety & Health, and Transportation Committees, and other work groups developed for issues. 
  • Coordinate policies with Caltrans, as well as representing CalCIMA asphalt members as appropriate within the structure of Caltrans’ Pavement & Materials Partnering Committee’s Asphalt Task Group, and the Joint Training and Certification Program. 
  • Serve as an advocate for CalCIMA at the state, regional and local levels of government through direct advocacy, coalition work, and grassroots organizing.
  • Effectively represent CalCIMA, its Asphalt Steering Committee, Board of Directors, Policy Committees, Regional Councils, and members before elected officials, regulatory agencies, and the general public.
  • Evaluate state and local ordinances and regulatory proposals in conjunction with members positions and interests.
  • Establish strategies and tactics to achieve CalCIMA’s objectives to enhance the organization’s reputation among decision-makers and industry stakeholders.
  • Develop relationships with key legislators/regulators/local government offices and agencies, and their staffs to effectively channel the goals and desires of the association.
  • Research, prepare and draft comments and position statements of issues relevant to CalCIMA.
  • Respond to member requests for information and assistance.
  • Contribute to the development of CalCIMA’s communication (weekly newsletter, website, and magazine.)
  • Assist to identify and recruit new members.
  • Perform other duties as assigned.

Requirements  Qualifications & Experience
  • Minimum of bachelor’s degree plus demonstrated related work experience with a minimum of three years of experience related to HMA mix design, test procedures, paving operations, and agency specifications.
  • Experience in a leadership position in government relations or advocacy organization preferred.
  • Demonstrated knowledge of regional/local legislative and regulatory processes.
  • Responsive to deadlines, detail-oriented, and able to prioritize multiple tasks.
  • Strong written and verbal communications skills.
  • Understanding of how to work with cross-functional groups.
This job requires local and statewide travel.
